Section 7. Expenditures. The Trustees shall use and apply the assets of the Health Fund for the following purposes:

1. To pay all reasonable and necessary expenses which may be incurred in collecting the contributions required to be made by the Producers and in establishing and administering the Health Fund with all of the powers set forth in Article V hereof.
   
2. To pay for the benefits that the Trustees determine to provide.
