Section 4. Participation of New Producers; Participation Agreements.

1. The Trustees shall promulgate such requirements, rules and regulations for the participation of new Producers in the Health Fund as the Trustees may in their discretion deem proper and necessary for the sound and efficient administration of the Health Fund, provided that such requirements, rules and regulations are not inconsistent with the Trust Agreement.
   
2. All Producers may be required by the Trustees to sign written instruments of participation as a condition of participation, which instruments shall be in such form as the Trustees may approve from time to time.
